Count Down to March 3rd Election – 63 Days of Blight

Beginning January 1st a new property will be featured each day – not just any property but blighted properties.  You might be surprised at what has been blighted and deemed a menace to our health, safety, welfare and morals; which is the standard that has to be met according to the urban renewal law.  Each property will be pictured and all the conditions of blight and slum as surveyed by Ricker|Cunningham will be below the picture.  Remember, blight is the only condition that has to be met in order for a property to be condemned and taken through eminent domain.  Council said they would not approve any urban renewal plan that had limited use of eminent domain to only those property owners that request to be condemned.  But, never mind their resolution, they approve four plans that have the unlimited use of eminent domain.

1 Day until the election & 63rd Day of Blight

This is not the Ensor Property but it could be – The Ensor property is the open field just south of Mineral and west of Santa Fe Drive.  It is currently taxed at an artificially low rate for agricultural land.  If this land is included in the urban renewal area it will be taxed at the much higher commercial rate.  this will create an unusually large tax increment that will be used to pay developers for projects in the Santa Fe area.  The increment from this land may well be what will produce the funds necessary to buy Echo Star to redevelop into retail once again.  Up north ag land was included in an urban renewal project and the increment for tax purposes is valued at $99 million and the base (the part that stays with the city for 25 years or more) is valued at $1 million.   That situation left the school district without the funds to build a new school but urban renewal had so much money they built the school!  The Ensor land consists of several parcels – the list of conditions is an example of the blight found on this open space.

This building, in the 60’s was the King’s Food Host.  They had booths with a telephone like device that we would pick up to order our food from someone back in the kitchen.  After awhile a waitress would bring it to you.  They had wonderful Tuna Frenchee sandwiches.  It was always fun when we had saved up enough money towalk up there for lunch (from Ridge Rd and Broadway area).  In those days we could walk to friends homes, pick them up, walk to another friends home, pick them up and all walk up to King’s together.  I think I remember them have a juke box at the table too – but maybe not.

Woodlawn used to be the place to shop – Van B’s, Penney’s, Fabric Village, and the Dollar store used to be a drub store that had counter food service.  The Woodlawn Movie Theater was about the only place for us, as young kids, to go and be together.  Those days are gone but the shopping center remains very active.  Someone told me that the Saver Store there is one of the top performing stores in the chain.

This building has been home to several restaurants in the past and the newest is D’s Tavern.  David and DJ are the new owners and have transformed the interior into a brand new look…..and a great improvement!  Give it a try – they are now open in their newly remodeled building in spite of being deemed blighted.  We have sampled the food and have met the owners – just ignore LIFT’s designation and go and enjoy their pizza and sandwiches.  You will be glad that you did.  And, say hello to David and DJ – nice guys!

Wish I could say I have never been to this iconic business in Littleton but I have on several occasions.  The Drinkwine name is as good as gold in Littleton but the home of their family business has been blighted.  Do you really believe that this business is contributing to the speed of slum and disease?  The urban renewal authority and the city council have voted and said yes, they are.  Are you beginning to see just how incidious all of this has become – when a venerable Littleton business that has the highest of reputations and a very well maintained business along Littleton Blvd. can be deemed to be a danger to the health, safety, welfare and morals of the citizens of Littleton.

5810 S Santa Fe Drive – The Evergreen Motel – Santa Fe North Urban Renewal Area

This property may be the last remaining remnant of Littleton’s Centennial Horse Track days.  The motel was built in the mid 1950’s and was purchased by a Littleton resident in the mid 70’s.  The motel is no longer blighted!  The owner requested to be excluded and the council granted his wish – the same request was made at the LIFT board meeting and the owner was treated very poorly and, I believe, rudely, and then denied the exclusion.  The owner is quite proud of his newly renovated, original sign.  Neon is coming soon I am told.

2707 West Main Street – The Melting Pot – Santa Fe Plan Survey

When I first moved to Littleton in 1963 this building was our library – a Carnegie Library.  “A Carnegie library is a library built with money donated by Scottish-American businessman and philanthropist Andrew Carnegie. A total of 2,509 Carnegie libraries were built between 1883 and 1929 and 1,689 were built in the United States.” (from Wikipedia)  Littleton’s was one of the 1,689 built in the United States.   After the library was relocated the building became the home of the police.  Once the police vacated the building became a series of different restaurants and is now home to The Melting Pot.  Even though it is blighted and slum it becomes the most beautiful slum and blighted sight you have ever seen each year during the holiday season.

This home has historic standing and is certainly part of our local history.  The old family home is now home to several businesses.  I have always enjoyed walking by or driving by this piece of property – it really is beautiful but I guess urban renewal sees it very differently.

It’s funny what you remember as a child but I have a vivid memory of moving to Littleton in 1963 and as we drove into Littleton along Santa Fe Drive this is one of those memories.  The signage was different in those days and the lights weren’t all functioning properly and it read:  SEX House.  But, now it is blighted and a menace to our health, safety, welfare and morals.

This gas station is just on the south side of Arapahoe Community College on the east side of Santa Fe Drive.  Looks like a very well kept piece of property.  Makes you wonder what really constitutes blight!  Remember, council would like you to believe that it was urban renewal areas that were blighted meaning that not every property in the area was blighted but that is just a misrepresentation of the truth.  Also, remember, that the law states that the blight has to rise to the level of being a menace to our health, safety, welfare and morals – and this property is clearly that!  Don’t you see it?  ……………      I don’t either.

If you have never frequented this establishment you need to.  Cici and Lyndora are about as good as good gets.  They treat you like family and do it in a way that you will want to keep going back.

This property is another one of those properties that would like to be excluded from the urban renewal area and if Columbine Square would not have been the first area to be approved they would most likely not be blighted right now.

Instead, their attorney has filed a challenge in court contesting the blight designation……remember, a blight designation is all that is required for a condemnation and eminent domain case to begin.  The UR law provides a window of 30 days for a property owner to contest the blight designation. The attorney for Gas Express has provided me with a copy of his complaint that I will get posted so interested parties can read.

Globus is a very successful travel tour company.  They have a very nice office location just south of the Arapahoe County Warehouse on Federal Blvd.   Not sure how many employees they have – but they are certainly a well respected company in the travel industry.  Too bad their building is blighted and deemed a menace to the health, safety, welfare and morals of Littleton.  I just don’t see it!

Littleton’s newest 7-11 is blighted.  This 7/11 is located just west of the Mineral Light Rail Station on Mineral.  (Oh, yes, the Light Rail Station is blighted too so at least 7-11 is not alone in being determined a menace to our health, safety, welfare and morals.)

5110 S Lowell Blvd – Southwest Automotive – Columbine Square Survey Area

I have a friend that swears by this car service center.  I have met the owner – a very nice person and I have visited his operation and it is no more a slum than my own home.  In fact, it is fun to visit as this building is an old Safeway and the original laminated beams are still exposed.  The place is busy with repairing card and the business has a good reputation.

The owner of this property attended a couple of LIFT meetings and asked to be excluded from the urban renewal area and was denied.  Unfortunately, the Columbine Square Plan was the first to be approved and no one said out-loud that any property owner requesting to be excluded would be excluded by the council prior to approving the plan.  If Columbine Square had been the second plan approved SW Automotive would have escaped the blight designation and not have to worry about the possibility of condemnation for the next several years.

5201 S Federal Blvd – O’Toole’s Garden Center – Columbine Square Survey

I think O’Toole’s is the garden center where most of Littleton shops.  They contribute a significant amount of sales tax revenue each year to the General Fund.  I am a frequent customer and have never felt like I was shopping in a crime ridden and disease infested area of Littleton.  The only disease that I can think of when I think of O’Toole’s is when they have helped me determine what disease my plants were suffering from.  They have recently remodeled but now they are considered blight and slum and ripe for urban renewal and all that that means.  Remember, a property only has to be blighted for condemnation to begin…..a huge threat to be burdened with for the next 25 years.

McDonald’s on South Santa Fe Drive – Santa Fe (Mid) Survey

This McDonald’s has recently been remodeled and was included in the Santa Fe Urban Renewal Area.  They were identified with 6 conditions of blight.  McDonald’s was one of two property owners that asked to be excluded from the urban renewal plan area at the council hearing and was granted that exclusion.  The owner of the Evergreen Motel asked to be excluded at the LIFT board meeting and was denied.  However, he no longer owns a blighted property thanks to the exclusion granted to him by council.  So with the wave of the pen two properties were no longer blighted and menace to the good citizens of Littleton.

I get my morning caffeine from this McDonald’s several times a week – you will not find a more friendly group of employees.

King Soopers at Littleton Blvd and Broadway – North Broadway Survey

How can a property that is being redeveloped be blighted?  Good question.  Before King Soopers is able to open their doors in their brand new store they have been blighted.  It is hard to understand but once you know how urban renewal gets their money it will all make sense.  (Doesn’t it always come down to $$?)   The Urban Renewal Authorities are unable to collect any revenue of their own so they have to take taxes from other taxing entities in order to have funds to operate.  They do this through tax increment financing or TIF.  TIF can include sales tax as well as property taxes.  In order to determine how much of the sales tax revenue from a property will go to LIFT the City will determine what the sales tax “base” is by looking back to see what the property collected in sales tax over the previous 12 months.  Any sales tax revenue collected above the base is the tax increment that will go to urban renewal and not the General Fund of the City.  So if you are King Soopers and have been closed for the past 12 months then your sales tax revenue for the base is $0.00.  So any sales tax above the base is at risk of going to LIFT to pay for other projects in that urban renewal area and LIFT had nothing to do with the development of the new King Soopers.

And this can go on for 25 years!  The consultant for LIFT told them that they needed properties like this in their urban renewal areas as they would be a good source of revenue.

The City Council has approved the North Broadway Plan with the full force of eminent domain in spite their passage of Resolution 75 saying they would not approve any plan that would use eminent domain unless requested by the proper owner.  They completely ignored their promise to the citizens with Resol #75.

5701 So Santa Fe Drive – Echo Star – Santa Fe (North) Survey Report

It is only fitting that we start with Echo Star formerly known as the Riverfront Festival Center.  This is what started it all in the early 1980s.  The Littleton Riverfront Authority (urban renewal authority) condemned every piece of property in that urban renewal area in spite of saying that they did not anticipate doing so.  What is most astounding is that the property is blighted once again; and for the same reasons!  Below the picture you will see all the conditions of blight that were approved by the urban renewal authority and city council when they voted to establish the Santa Fe Urban Renewal Area Plan…..which is still being contested by Arapahoe County.  In addition, the council passed Resolution 75 stating they would not approve any urban renewal plan that included the use of eminent domain except when requested by the property owner.  They ignored their resolution – this plan includes the full use of condemnation and eminent domain with the council’s approval.

    All of the “Blight” and unsafe conditions/ hazards makes me wonder ‘Where oh where’ were the City Code enforcement folks? Perhaps I am wrong, I thought I paid taxes to have them protect us from such a “deplorable” conditions. Oops! Never Mind, this is prime real estate that developers drool over.. enough said….

    David – I have to admit that was our first response too. We even mentioned the fact that most of the blight could be cured with code enforcement. We were ignored as they are dead set on blighting property so they can get our tax dollars to give to developers. End of story!
